Position: Head of Emergencies
UNIT/DIVISION: Afghanistan Country Office, Programme Unit, Emergencies Team
DUTY STATION (City, Country): Kabul, Afghanistan
BACKGROUND AND PURPOSE OF ASSIGNMENT
Since the transition of August 2021 and in conjunction with protracted conflict, an economic collapse and repeated climatic shocks, WFP Afghanistan has undertaken a large-scale emergency response providing emergency food assistance through in-kind and CBT modalities to acutely food insecure populations, refugees, returnees, the internally displaced, and those affected by disasters including floods and earthquakes. In 2023 to date the emergencies portfolio has reached more than 14.7 million Afghans across the country with 330,000 of food and USD 110 million of -.BT assistance.
Reporting to the Head of Programme, and in close coordination focal points across the programme and other relevant units, the Head of Emergencies Will: design and manage programmes that effectively meet emergency food assistance needs in Afghanistan; 2) provide broad based technical and management support to ensure the effective operational delivery of emergency assistance across the country, and 3) contribute to strategic and policy formulation and planning of a continued transition across the emergencies portfolio; especially further development of a sustainable and ae e model of early warning based famine prevention interventions.
OBJECTIVE AND RESPONSIBILIT'ES:
The Head of Emergencies will work under the direct supervision of the Head of Programme, with key responsibilities including:
- Regular operational problem-solving to provide guidance and clarity to implementing teams across the Emergencies portfolio, in line with both organizational strategy and the practical realities of operating in the field; and the translation or programme policy into operations practices.
- Coordinate, adapt, or prepare (as required) programme guidance to ensure a clear and strong connection between programme policy and field operations based on a clear co text and response analysis.
- Provide advice and support on complex technical and operational issues to clarify ambiguities and ensure that operations are timely, efficient, and effective across focus areas as tasked.
- Provide technical advice or mobilize technical expertise on prognmme and policy issues including assessment and analysis, the choice of objectives, activities, and transfer modalities within the Emergencies portfolio.
- Proactively identify and work with others to mitigate or resolve key risks across the Emergencies portfolio, escalating issues where required.
- Support the maintenance of operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
- Support the development of a framework for strategic layering, integration, and consolidation of humanitarian and resilience/development interventions i n targeted geographic locations to achieve mauimum impact within the context of declining resources, with a strong focus on famine prevention.
- Enhance WFP's leadership status in forums relating to area of specialism through direct participation, briefings. information products and other materials as tasked.
- Contribute to resource mobilization efforts, pipeline monitoring and prioritization exercises; clearly articulating the need for food assistance and related programme opportunities and follow up on the resource situation of projects including the commodity and cash availability, seeking advice from senior colleagues where necessary.
- Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes as tasked.
- Contribute to Country Office Emergency Preparedness (i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs)
- Lead, motivate, and develop a substantive team to enable high performance.
- Ensure the best use of assigned financial resources for achievement of set objectives within a significant budget.
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Postgraduate University degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy and/or Management or another discipline relevant to international development/humanitarian assistance (or additional years of experience in lieu of a postgraduate qualification).
DESIRABLE TECHNICA, SRILLS AND KNOWLEDGE:
- Has at least 5 years' experience in humanitarian operations, Including related to implementation of food and/or cash assistance programmes or supporting operational information management and/or programme development.
- Has led a Cub or Area Office, or component of a country office programme portfolio and demonstrated capacity in resource and people management.
- Has experience and/or technical knowledge working across the programme portfolio, including; vulnerability and needs analysis, monitoring and evaluation, emergency response, CBT modalities, operational data analysis, and conversant with cross-cutting themes such as Protection, Gender, Accountability and Community Engagement etc.
- Has additional deepened technical knowledge through exposure to technical teams and/or demonstrated cross-functional coordination experience and has provided input into policy discussions and decisions.
DESIRABLE SOFT SKILLS:
- Ability to work under pressure, to tight deadlines, in a fast paced operational environment.
- Ability to plan own workload, with guidance on overall goals, and to meet set deadlines.
- Ability to coordinate across multiple stakeholders and communicate effectively at all levels.
