BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Under the overall responsibility of the Head of Operations Support and direct supervision of the Head of IDM Digital
Solutions, the incumbent will be responsible to contribute to the implementation of SCOPE and management of SCOPE
activities for WFP in Afghanistan. This includes advice and support to WFP team in the Country office and field and
cooperating partners, decisions and other relevant guidelines with frequent missions to areas of implementation.
ACCOUNTABILITIES/RESPONSIBILITIES:
Reporting to Head of IDM and Digital Solutions, the Programme Policy Officer – SCOPE (Operations), will be responsible
for provision of the following services in support of digitalizing cash-based and in-kind assistance activities:
- Overarching objective: Support SCOPE into a robust and efficient digital platform for the Afghanistan emergency response, based on the country strategic plan and agreements while adopting new related technologies to support the humanitarian response.
- Develop the capacity of the national SCOPE staff with varying skill sets and experience to enable high performance.
- Lead and support the beneficiary registration, deduplication and data quality management to ensure the collected data is of optimal quality.
- Support the team with data analytics and insights when needed.
- Support the digitalization of in-kind transfers management through the use of effective delivery mechanisms including distributions and reconciliation.
- Provide technical support, troubleshoot errors when arise and coordinate with RBB SCOPE and Global Beneficiary Service team for resolution of errors and change requests.
- Provide technical advice on capacity assessment of different digital platforms and integrations, procurement
- planning, and data analysis. Support development of report templates and provide continuous feedback and analysis on SCOPE implementation. Support the development of new Standard Operating Procedures (SOP) as necessary. Review and revise SOPs for SCOPE-related activities.
- Maintain a working relationship with SCOPE teams in the global Servicedesk, Regional Bureau and HQ. Seek their guidance and support on policies, processes, new developments and best practices related to digital identity management and SCOPE.
- Coordinate with ICT and Procurement to support effective and timely procurement of SCOPE equipment and services in line with WFP rules and regulations.
- Provide advice and support on data sharing issues, beneficiary data protection and guide Data Protection Focal points on data requests. Lead and support the development of new data sharing agreements with partners and agencies as needed.
- Regularly quarterly visits to the field to cascade capacity develoption initiatives to the field including AO staff and CP staff.
- Provide support on any other Identity management related matters as and when necessary.
Results Expected:
- Digitalized distribution of both cash-based and in-kind transfers using SCOPE and relevant delivery mechanisms.
- Enhanced staffing capacity of the national staff in the Country Office and Area Offices to lead the SCOPE operations.
- Effective use and compliance with WFP corporate guidelines on Cash and Vouchers on cash-based activities, and in-kind activities.
Critical Success Factors:
- Identifying, procuring, testing, and recommending new technologies; timely implementation and continued support to meet business needs;
- oversee data collection exercises related to beneficiary registration, cash transfers and distribution monitoring;
- Oversee beneficiary registration guidance and activities, in-line with national legislation and global standards, for capture, use and protection of data;
- Develop business requirements and other system documentation to support development of bespoke applications in the country office;
- Develop accurate and concise reporting templates to regularly inform management and stakeholders;
- Develop detailed and clear SOPs in line with operational processes and policies;
- Ensure quality data capture into corporate systems that meets desired outputs;
- Ability to work in a team environment and coordinate assignments to achieve common goals.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Project Management, technology related field, business management or other relevant field, or first University degree with additional years of relevant related work experience or trainings/courses.
Experience:
- At least 5 years of progressive experience in project management, information systems (business analysis and project management roles), identity management and/or business systems implementation and programmed implementation.
- Experience in SCOPE operations is a key requirement;
- Has experience in service provision and support;
- Has experience in team management;
- Has experience in implementing or supporting Cash-based Transfer (CBT) programmes;
Knowledge & Skills:
Possession of a combination of business and technical skills including - general project management skills and data/information management.
Languages: Fluency (level C) in English
