BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP Afghanistan Country Office through the Risk Management Unit (RMU) aims to strengthen, embed and achieve continuous improvements in risk management, internal control and compliance, oversight reporting, Anti-fraud & Anti-corruption measures and organizational learning in these areas, in line with WFP's 2018 Enterprise Risk Management Policy, 2018 Oversight Framework and 2021 Revised Anti-Fraud and Anti-Corruption (AFAC) Policy. RMU Unit also provides expert leadership to a network of functional unit and Area Office performance/risk focal points as well as the CP risk focal points across the country as well as collaborate with UN Risk Management Country Team, WFP Regional Bureau, and Headquarters.
Within the RMU's portfolio, the unit serves as a steward for risk management, internal controls and management accountability and oversight, providing guidance and training to colleagues at all levels, as well as consolidating evidence-based analysis and reporting on risk management, internal controls, and oversight findings. WFP Afghanistan Country Office understands the need to strengthen RMU currently comprising one international staff and two national staff) functional and strategic role in this area particularly evidence-based risk analysis and reporting on risk management, internal controls, and oversight findings by seeking a highly motivated Risk Analyst to work as an international consultant.
PURPOSE OF THE ASSIGNMENT:
Serving as a Risk Analyst, the incumbent supports the Risk Management Unit (RMU) under the supervision of the Head of RMU to:
Be part of the RMU Team that supports the Country Office in implementing the risk management regime, through the provision of risk analysis and periodic reports.
Process and analyze risk register information to identify critical risks and risk trends.
Collect financial data and analyze them to demonstrate the value from the contribution of effective detective and preventive risk management controls.
KEY DUTIES & ACCOUNTABILITIES:
a) Risk Assessment and Evidence-based Risk Analysis
- Identify, assess, and manage various categories of risks (strategic, operational, fiduciary, and financial categories of risks). This includes the ability to analyze and interpret complex information and data collected, accurately identify issues and trends, make appropriate judgments, and provide relevant recommendations.
- Identify the underlying principles, reasons, or facts of information by breaking down information or data into respective parts.
- Conduct desk review of documents, including partners capacity assessment, partners profile and other relevant documents and documentary evidence of the key personnel and
decision-making body as well as undertake his/her own research on due diligence to make specific recommendations to the WFP operations in Afghanistan. - Identify key risks and mitigating factors of potential development and humanitarian interventions.
- Ensure compliance with sanctions regimes and policies on Anti Money Laundering/Combating Terrorist Financing.
- Provide risk reporting to meet risk assessment analysis needs.
- Communicate risk standards and processes and provide hands-on risk management support to WFP and its partners.
- Enhance a risk register information dashboard to enable the Country Office users to search and query the operational risk register database.
- Lead the further development of thematic analysis of risk registers and refresh with quarterly data.
- Provide in-depth analysis of new and revised Country Strategic Plan (CSP) to ensure risk management is adequately embedded in project design.
- Support risk management advisory activities for Country Office's functional units and Area Offices
- Design and undertake quantitative, qualitative, mixed methods or experiential research design approaches, as appropriate, to support evidence-based responses to key risk areas faced by the WFP in Afghanistan; notably in the areas of fraud/corruption, money laundering and terrorist financing.
- Design data collection and analysis methodologies to capture lessons learned at programmatic and operational levels, to iteratively feed back into project/programme risk management practices and mechanisms.
- Design, develop and introduce frameworks in support of evidence-based and contextualized best practice for the WFP in managing specific fraud/corruption and risk areas.
- Support through evidence-based research findings, initiate and facilitate discussions across humanitarian community partners to develop common and sustainable risk management tools, practices, and capacity building programs.
b.) Audit and Investigation Support
- Provide overall support to partner/programme and country office audit.
- Liaise with internal and external audit and investigation bodies by availing information resulting from risk analysis and assessments.
- Review cases of suspected malpractice brought to the attention of RMU and any other problems with the programme implementation, including assessing fraud and corruption risks.
- Conduct due diligence and verification of documents and processes.
c.) Partnership building
- Build and maintain a partnership with key internal and external stakeholders including the UN, donors, and Cooperating Partners, including regulatory bodies.
- Facilitate risk management dialogue and discussions with colleagues within WFP and other UN sister organizations.
- Promote collective risk management and risk-sharing approaches and practices.
d.) Information Management
- Create, collect, and analyze information across different sources to undertake risk assessment and analysis.
- Demonstrating high ethical standards and competence in managing the receipt and management of information which at times may be sensitive, and/or subject to information security classifications and caveats.
- Handle and manage information in compliance with the organization's policies in place.
e.) Development of Risk Management Practices, Learning and knowledge sharing
- In coordination with the RMU team, contribute to the development and enhancement of the risk management program and other technical assistance products (guidance notes, etc.) to support capacity building.
- Plan and contribute to the development of risk management systems in accordance with international standards on Risk Management.
- Facilitate and deliver risk management learning curricula to the participating functional and Area Offices, CPs, and other partners.
- Draw lessons and best practices which contribute to the continuous improvement of WFP Country Office risk management praxis and contribute to developing SOPs and protocols of the Unit.
- Support the head of RMU in coordination of risk discussion with functional units.
- Participate in RMU capacity building initiatives including development of reference resources and common tools, learning solutions, and related communications campaigns across functional units, area offices, partners and UN sister agencies.
DELIVERABLES DURING THE CONTRACT:
- CO, AO and Functional Unit Risk Registers promptly updated with periodic trends analysis.
- CO risk DASHBOARD developed and operationalized with real time analytical reports.
- Risk theme maps and analysis periodically produced.
- Value proposition and value contributions from various risk management interventions analyzed and quarterly reported.
- Key risk documents reviewed and commented (CSP / ACR, FCDO et).
- Various risk management related outputs timely produced.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
An advanced university degree (Master's degree or equivalent) in Risk Management, Business, Accounting, Statistics, law or in another quantitative field from internationally recognized institution.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. University degree in International Relations, Accounting, Business Administration, Economics, Finance, Law, Management, Statistics, or related field.
Experience:
Minimum 8 years of relevant postgraduate progressively responsible professional experience.
Knowledge & Skills:
Knowledge of UN/WFP organizational structures, strategy and major initiatives. Strong client orientation and sensitivity to the needs of internal and external clients including Member States and organizational management. Ability to perform under time pressure without compromising output quality. Strong goal-orientation with structured project management skills. Excellent English oral and written communication skills. Ability to independently prioritize in consultation with supervisor where needed. Analytical, evaluative, and problem-solving skills; resourcefulness, initiative, good judgement, tact, and diplomacy. Ability to establish effective working relationships with persons of different national and cultural backgrounds. Experience in enterprise risk management in humanitarian and development contexts.
Languages:
Proficiency in English is required – both written and oral. Other official UN working language at B-level.
