Senior Emergency Specialist

As a Senior Emergency Specialist, you will play a critical role in supporting UNICEF's emergency response efforts in the region. Your expertise will be essential in developing and implementing sectoral emergency strategies, providing technical guidance to country offices, and building capacity among UNICEF staff and implementing partners.
Key Responsibilities:- Policy Development:
- Develop and implement cluster approaches to sectoral emergency responses in the region, ensuring effective cluster leadership and coordination.
- Collaborate with global and regional stakeholders to formulate innovative emergency preparedness and response strategies, aligned with UNICEF's sectoral policy and institutional priorities.
- Emergency Support to Country Offices:
- Provide innovative leadership and expertise to support emergency preparedness and response in country offices throughout the region.
- Disseminate best practices and state-of-the-art documentation on emergency interventions to country offices, focusing on innovative approaches to assist children and mothers in humanitarian contexts.
- Capacity Building:
- Strengthen capacities of UNICEF and key implementing counterparts' staff in the sector through sharing knowledge, providing leadership to regional networks, and supporting capacity-building efforts.
- Offer expert support for strengthening capacities of UNICEF and key counterpart staff in emergencies.
- Resource Mobilization:
- Increase availability of financial resources for sectoral emergency preparedness and response interventions in the region through effective coordination and support for resource mobilization.
- Contribute to increasing financial resources for sectoral emergency preparedness and response interventions in the region.
- Regional Early Warning:
- Make effective contributions to monitoring and identifying changes in vulnerable sectors to trigger prompt action within the Early Warning/Early Action system.
- Collaborate with Regional Offices of other Organizations to monitor and identify changes in vulnerable countries/zones of the region.
- Emergency Preparedness:
- Provide technical leadership and guidance to country offices on developing and implementing emergency preparedness and response measures in the sector.
- Advise country offices to ensure adequate emergency preparedness measures are adopted and incorporated into country contingency plans and establishment of early warning mechanisms.
- Emergency Responses:
- Deploy emergency response measures promptly, assess local conditions, prioritize and swiftly implement sectoral emergency assistance.
- In emergency situations, take prompt action as Team Leader or member of the Emergency Response Team, establishing UNICEF's presence and implementing sectoral emergency assistance as necessary.
- Emergency Project Management:
- Mainstream sectoral emergency strategies into regional and country offices' workplans and operations through strong leadership, innovative vision, and expert advice.
- Advises to ensure disaster prevention, mitigation, preparedness, and response strategies pertaining to the sector are mainstreamed into regional and country offices' workplans.
- Inter-Agency and Implementing Partners Coordination:
- Realize effective governmental and inter-agency sectoral coordination at the regional level within the framework of the cluster approach and based on the Core Commitment for Children.
- Advises to ensure UNICEF support is effectively provided to governments with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
