Supply & Logistics Specialist

Context
UNICEF works in Afghanistan to save children's lives, to defend their rights, and to help them fulfil their potential, from early childhood through adolescence.
The UN Volunteer will provide logistical support to UNICEF programmes and operations team.
Task description
• Support the implementation of logistics and supply chain management related activities with relevant internal and external stakeholders.
• Collaborate with programmes in defining supply chain framework to meet programmatic needs and achieve results for children for emergency related interventions including earthquake, returnee, cholera and other emergencies and provide support regular programme activities.
• Ensure that all supply chain challenges encountered, and potential risks are shared with the section management and adequate solutions are implemented.
• Support the country office in establishing and or updating the emergency supply and logistics preparedness action plan line with Core Commitments for Children in Humanitarian Action (CCC.)
• Participate in logistics and emergency coordination, implementation and monitoring meetings with internal and external partners and establish close collaboration with the Logistics Cluster and or National Logistics Working Groups as appropriate. Prepare presentations and reports as part of status and progress update sharing.
• Support UNICEF's program implementation by ensuring the efficient and timely delivery of necessary supplies.
• Working with the supervisor and closely with colleagues in both Afghanistan country office and field offices, support in preparation of the annual work plans for the supplies for the sections including determining priorities, performance measurements and monitoring work progress to ensure that results are achieved according to schedule and performance standards.
• In collaboration with the supply and logistics team members, ensure knowledge sharing and learning is prioritised in order to continuously build capacity of individuals, sections, partners and stakeholders as required.
• Develop and maintain partnership and collaborative relations with Government, UN organizations and bilateral counterparts, third party logistics service providers in supply and logistics activities including harmonized and collaborative procurement for logistics related services.
• Participate in end-user monitoring activities for supplies delivered to beneficiaries and provide mission reports complete with recommendations for improvement.
• As required, support in monitoring of logistics contract status and preparation of contract performance evaluation reports to enable contract close-out in VISION platform.
• Assist in maintaining links with Supply Division in Copenhagen on shipments, deliveries, claims and appropriateness of supplies and monitor progress of offshore and/or regional procurement through regular contacts with stakeholder and provide updates to relevant sections.
• Support in preparation of supply & inventory status reports including key performance indicators related to stock status.
• Provide back-up for warehouse activities including warehouse, distribution and customs clearance of incoming emergency and regular programming supplies and system updates
• Any other duties as assigned.

Languages
English, Level: Fluent, Required
Required education level
Master's degree in Logistics, Supply Chain Management, Business Management, Administration, Management, International Development, Health or related social science field.
Skills and experience
• Experience at national and international levels, in logistics, supply chain management administration and/or other directly related technical fields is required.
• Understanding of development and humanitarian work with the UN or other international non-governmental or development organisation.
• Emergency experience is required.
• Health supply chain management experience an advantage.
• Developing country work experience is considered an asset.
• Excellent oral and written skills; excellent drafting, formulation, reporting & report writing skills.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
• Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment.
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
