JOB CONTEXT:

The HI Afghanistan operating framework is outlined in the operational strategy ("Stratop" HI is currently involved in different sectors of activities:

·       Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and emergency crisis settings

·       Mental Health and Psycho-Social Support (MHPSS)

·       Inclusive Humanitarian Assistance – Inclusive Education – Inclusive livelihood

·       Explosive Ordnance Risk Education

·       Atlas shared storage and transportation

The central office is in the capital city (Kabul) and hosts the management team (including operations, finance, logistics, human resources, technical unit, humanitarian access and security).

HI has five offices located in the different provinces of intervention: Herat, Kunduz, Nimroz, Bamian and Kandahar, are fully operational with dedicated support services and project management teams.

HI Afghanistan employs 360 national and 14 international staff and has a budget of 8 million euros. Most fundraising efforts and donor relationships are held at the Kabul level.

HI is also part of different fora/coordination bodies (ACBAR, ICCT, HCT, etc.) and a member of several clusters, including health, protection and Co-Chairs the Disability Inclusion Working Group.

The security and access situation in the Country has improved significantly since the conflict ended; however, security measures remain in place as the context remains unpredictable.

International staff share the guesthouses in Kabul. They are spacious, well-equipped, secure, and comfortable, providing adequate living conditions and well-being to the global team, considering the limitations of moving around the city. The guesthouses have sports facilities and common areas for recreational activities. HI in Afghanistan provides a cleaner for the Guesthouses during working days.

YOUR MISSION:

Reporting to the Country Director, the Technical Head of Program (THoP) strongly contributes to the development and drives the quality of HI Afghanistan's programs. He/she ensures projects are impactful, technically sound, and aligned with HI's mandate and strategy. The position manages a team of specialists (rehabilitation, protection, MHPSS, MEAL, etc.), oversees monitoring and evaluation, and contributes to strategic planning, fundraising, and representation.

1. Team Management

·       Lead and support a team of managers and specialists.

·       Promote HI's values, provide clear objectives, and foster innovation.

·       Ensure team members' professional development and compliance with HI policies.

2. Strategy & Planning

·       Contribute to the program's operational strategy (StratOp).

·       Promote cross-sector synergies and integrate technical priorities into project design.

·       Ensure MEAL is fully embedded in programming.

3. Program Development

·       Support new project design, including needs assessments and partnerships.

·       Contribute to fundraising and donor engagement.

·       Promote innovation and expansion of HI's technical areas.

4. Quality Assurance & Technical Guidance

·       Guarantee technical quality and relevance of projects.

·       Provide methodological support to project managers.

·       Ensure follow-up of recommendations, evaluations, and audits.

·       Strengthen accountability, learning, and knowledge-sharing.

5. External Representation

·       Represent HI in relevant networks, clusters, and with donors.

·       Support advocacy and communication in line with HI strategies.

6. Emergency Preparedness & Response

·       Lead preparedness planning within the programme.

·       Reprioritise activities to ensure rapid, effective response in emergencies

Requirements
  • Master's degree in one of HI's technical sectors of intervention and/or in international cooperation and/or humanitarian development.
  • At least 5 years' experience in humanitarian development with experience in project management (multi or complex)
  • Experience(s) in one of HI's technical sectors of intervention.
  • Experience in the field of inclusion of people with disabilities welcome.
  • Managerial skills
  • Being able to develop team members: developing the ability of staff to work independently
  • Knowing how to position yourself to make things happen
  • Simplify and prioritize
  • Fluent English
