Cross-Cutting Specialist: Programmatic Coherence and Integration

We are seeking a highly skilled Cross-Cutting Specialist to ensure programmatic coherence and integration of work supported by teams in different functional areas of the Department. The successful candidate will draw on thematic commonalities and promote collaboration among different teams, technical experts, and areas of specialization.
Key Responsibilities:
• Identify gaps, overlaps, opportunities, and possibilities among thematic issues across the Department.
• Focus on issues of a cross-cutting nature in the role of a thematic lead and project manager for areas of responsibility.
• Develop and propose technical delivery strategies for implementation of cross-cutting results, products, and initiatives through liaison with Regional and Country counterparts.
• Represent specific thematic areas of the Department and/or Director internally and externally when required, serving as a technical reference point among the peer community and within WHO and external interlocutors.
• Provide technical expertise to health cluster department in implementing shared vision for collective, gender-sensitive, inclusive accountability through a comprehensive research agenda; wide-reaching data-driven initiatives and accessible training for health care actors on key thematic issues; awareness-raising for communities of their rights and resources; and enabling access for the most vulnerable community members to health care.
Requirements:
• Advanced university degree in anthropology, social sciences, public health, or sociology.
• At least seven years of relevant experience with proven international exposure in coordination and/or management of programmatic activities, ideally with or in an International Organization, including experience in the area of health/technical policies and strategies.
• Demonstrated experience managing human and financial resources.
• Demonstrated experience at the international level.
• Mature people skills and the ability to mobilize staff and motivate teams to work on thematic issues.
• Proven portfolio/project management skills in leading project teams, instilling a results-focused way of working.
• Ability to think and operate outside-the-box, with a sensitivity to spot gaps, overlaps, opportunities, and to formulate approaches addressing these.
• Technical expertise in at least one of the thematic areas covered by the Department.
• Skills in the planning and coordination of multidisciplinary health/technical programs.
• Ability to engage and communicate effectively and diplomatically with internal and external partners and stakeholders on behalf of or in lieu of the Director.
• Essential: Expert knowledge of English.
