Academic and Professional Qualifications including both (Technical & Soft skills)
  • Degree in Accounting with Chartered Accountancy qualification and/or MBA in Finance.
  • Strong understanding of international accounting principles, financial planning, fund management, regulatory issues, and tax planning.
  • Solid knowledge of, or the ability to quickly learn, the activities of AKHS and AKDN in health.
  • Strong stakeholder management skills, with a consultative and collaborative approach to building sustainable partnerships and co‑creating solutions with internal and external stakeholders.
  • Entrepreneurial self‑starter with high initiative, motivation, and a strong work ethic.
  • Well‑developed management skills, including problem‑solving, negotiation, and coordination, with the ability to apply knowledge and analysis creatively to practical challenges.
  • Results‑oriented and deadline‑driven, with strong organizational and multi‑tasking abilities and comfort with shifting priorities.
  • High levels of integrity, professionalism, and intellectual humility.

Location: Kabul

The Head of Finance is responsible for the overall management and the smooth running of finance function. This includes effective management of financial operations, providing accurate, reliable, timely and consistent financial reports, timely submission of tax forms/returns and ensuring compliance with government regulation bodies and donor requirements.  The Head of Finance will also ensure the effective implementation of internal controls.
  • Contribute to the organization's overall management and leadership by playing a full, active, and constructive part on the senior management team and influencing institutional strategic policy direction in line with AKHS priorities.
  • Review accounting systems, procedures, and internal controls regularly and implement formats and procedures to ensure that all financial transactions and information are accurately recorded, monitored, and reported for decision‑making.
  • Be responsible for all finance‑related issues (including financial planning and performance, the development of financial dashboards to reflect progress and risks for grants and projects) and ensure that the organization's finances are managed wisely and well while meeting the organization's objectives.
  • Support the CEO in identification and mitigation of risks faced by AKHS, including financial, compliance and operational risks.
  • Establish systems and provide financial oversight to grants to ensure compliance with donor requirements and reporting obligations.
  • Manage relationships with external stakeholders including donors, bankers, external auditors, consultants, lawyers, tax administrators, and other government authorities. 
  • Partner with other departmental managers and heads to address gaps in financial processes and facilitate internal stake holders in accordance with policies. 
  • Ensure strong compliance with donor agreements, fiscal standards, and administrative controls over costs and spending.
  • Ensure that all capital expenditure is within the authority and limits imposed by the AKHS Head Office before it is committed.
  • Review and update the financial policy and procedure manual to proactively identify and mitigate financial and operational risks and so that all staff involved in financial transactions use adequately documented instructions aligned with donor requirements, AKDN policy, and regional best practices.
  • Lead and coordinate the development of annual operating, capital, and program budgets in consultation with program managers, ensuring realistic and achievable budgets supported by multi‑year financial sustainability projections.
  • Track, monitor, and report on the financial operations of the company on a program‑by‑program basis.
  • Lead the preparation of accurate cash flow statements and forward‑looking cash projections to support strategic financial planning and meet donor reporting requirements.
  • Prepare monthly management reports, including detailed analytical reviews of operations and quarterly financial reports to external donors and AKHS Head Office.
  • Assess the financial impact of variances from budget and suggest, and implement where appropriate, corrective action in liaison with the CEO.
  • Prepare and present financial reports and analysis for the Board and other governance structures, in addition to donor and head office reporting.
  • Approve all cash/petty cash payments and recommend other payments for approval, ensuring that proper authorization procedures are followed.
  • Supervise and ensure timely physical verification of assets and finances.
  • Direct and oversee banking operations in close compliance with institutional delegation of authority.
  • Prepare financial statements to meet International Financial Reporting Standards requirements
  • Prepare timely and accurate financial and governance reports for the Board of AKHS Afghanistan, ensuring compliance with legal and regulatory requirements; support the CEO in liaising with AKF, Finance, as required.
