4.3. Qualifications.
4.3.1. Education. Contractor resilience trainers must possess: a Bachelor's degree and obtain or be able to obtain within 2 months, the Air Force Resilience Training Assistant Certification.
4.3.2. Experience. Contractor resilience trainers will have 1 year experience in Resilience education and program management, experience in recruiting volunteers and event planning as well as a high level of proficiency in understanding of military protocol, structure, chain of command, and how the military lifestyle affects active duty members and their dependents. Experience relating to work, employed or volunteered, with Active Duty military personnel and/or Veterans is mandatory.
Duties
1.3.1. Offutt AFB requires a spouse resilience trainer, coordinator, and event coordinator. Training shall be delivered through a combination of lecture and small group. A "train-the-trainer" approach shall be utilized to enable Offutt AFB to sustain an organic group of qualified volunteer spouse RTAs. Resiliency shall be addressed from not only an academic perspective, but in a way that enables the knowledge to be successfully applied by spouses, who have not had previous training, experience and/or significant academic achievement in psychology, leadership theory or other relevant subject matter.
1.3.2. Coordinates Spouse Resilience initiatives for the Offutt Air Force Base Spouse Resilience program. The coordinator helps recruit, train, and place volunteer spouse RTAs in service to the Offutt Spouse Resilience program. The coordinator provides Spouse Resilience planning and scheduling a comprehensive program of events, activities, and Resilience education.
3.1. Resilience Training.
3.1.1. Training Materials. The contractor shall use the materials provided by the COR to conduct Resilience training. This includes books, teaching aids, training delivery aids, etc. (i.e., how and when to teach each resiliency topic, etc.). Both a hard copy and electronic copy of all materials shall be provided to students during training courses and an electronic copy of all materials shall be provided to the COR that permits later redistribution of materials to students (e.g. ability to post materials online or provide CD for student access).
3.1.2. Training Execution Criteria, Schedule. The contractor shall provide training execution criteria that, maintains the quality (performance) of training without any degradation or marginalization the intent of the Air Force Resilience Training. Criteria shall include a sample training plan that instructor(s) will utilize to instruct spouses. Schedule shall include training dates coordinated with unit Key Spouses, First Sergeants, or Commanders and approved by the COR. Contractor shall submit training execution criteria and schedule to the COR within 30 calendar days of contract award. (A001)
3.1.3. Length of Training. Based on historical data, the Government anticipates that the Resilience training will be 30 minutes to 4 hours in duration, per session. This time will include time for breaks and lunch periods.
3.1.4. Trainers. The contractor shall provide any contractor resiliency trainers, and replacements, with the requisite education to ensure training credibility. The Government anticipates the following skills are necessary to successfully accomplish the PWS requirements: presentation clarity, small group facilitation skills, and comfort with abstract concepts.
3.1.5 After Action Reports. The contractor shall provide an After Action Report (AAR) to the COR within 3 business days after each Resilience training . The AAR shall identify problematic issues and needs for improvement, propose measures to counteract problematic elements, and contain a "lessons learned" section. (A002)
3.1.6. Enrollment/Attendance/Training Rosters. Keep a record of enrollment and attendance for Spouse Resilience training. Maintain a current roster of the volunteer Spouse Resilience participants. The contractor shall maintain rosters with attendees' name, contact information, and sponsor's unit and provide them to the COR within 3 business days of training or updating enrollment roster. (A003)
3.2. Volunteer Spouse RTA Coordinator. Recruit, train, and coordinate volunteers for Spouse Resilience programs. The recruitment and training of active duty service member's spouses and their families will be given top priority and is one of the most important aspects of the Contractor's responsibilities.
3.2.1. Familiarization and Progress Meetings. The contractor shall meet daily with the COR, for the first 25 workdays after award, or until the training schedule is approved by the COR, for orientation and to familiarize the Spouse Resilience Coordinator with Key Spouses, First Sergeants, and Commanders from Offutt AFB. The contractor shall conduct weekly progress meetings with the COR to provide status on programs and services. The contractor shall attend staff meetings, when notified, to report status of each of the services and identify any trends. Notification to attend shall be no less than 48 hours.
3.2.2. Spouse Registration and Quarterly Update Brief/Activity Record. Coordinate the Spouse Resilience registration process within the Base Resilience program. This includes preparing copies for the volunteers and maintaining Spouse Resilience records for the file. The contractor shall complete, each quarter, the Spouse Resilience update brief and quarterly Spouse Resilience activity records and deliver by COB on the first business day after every quarterly month of the calendar year, first report due on 1 December 2015 to the COR. 3.2.3. Youth volunteer background checks. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DODI Criminal History Background Checks on Individuals In Child Care Services. The contractor will route all background checks through the COR.
3.2.4. Bulletins for Spouse Resilience. The contractor shall publicize Spouse Resilience contact details. Bulletins for special events such as Spouse Socials, Resilience training, and seasonal bulletins shall be completed and approved by the COR no more than14 business days prior to publication A monthly Spouse Resilience newsletter/calendar in electronic and/or print format shall be accomplished monthly. Regular updates to the Spouse Resilience Facebook page and other Base Resilience electronic social media as needed, for example: if changes were made to training or events. (A005)

Coordinate all Spouse Resilience events and Spouse Resilience education to generate interest in the Air Force Resilience program (see Resilience Kneeboard in appendix). The Contractor will submit activities and events to be approved through the COR. To ensure awareness of the spouse resilience program, the coordinator shall schedule events in conjunction with Base Resilience programs, when practicable.
3.2.6. Resilience Events. The Contractor will recruit and train volunteers in their duties and responsibilities for each event, including roles as greeter, promoter, activity leaders, and RTA.
At the maximum practicable the contractor shall place volunteers to organize and execute weekend events.
