DURATION & START DATE: 6 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Afghanistan Country Office has just conducted a staffing realignment review considering programme projections for 2026 in line with estimated budget and beneficiary caseload. The recommended structure with a reduction of 20% to 25% in payroll will be effective March 2026. The implementation phase to fill the newly approved structure will be launched in November 2025 and the recruitment process for 112 positions is envisioned to take 6-12 months.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Under the direct supervision of the Deputy Head of HR, the HR Officer CST will be fully engaged in the implementation phase of the organisational alignment particularly in recruitment activities. The incumbent will actively engage with all stakeholders and be responsible for managing recruitments, partake in coordination and contribute to the wider talent acquisition activities. The HR Officer will also play an essential part in the successful completion of the staffing realignment review by Q3 of 2026.
- Contribute to the successful delivery – and continuous adjustment – of the staffing realignment implementation and recruitment plans according to overall strategy, prioritisation, resources available (people and tools).
- Provide inputs and review planning for sequencing recruitments according to resources available, including mapping stakeholder involvement, deliverables, and timing milestones.
- Provide guidance on national recruitment processes ensuring recruitment and selection processes are consistent, transparent, and fair in accordance with established WFP recruitment framework and specific SOPs.
- Responsible for full recruitment cycle for national positions and International Consultant positions based on operational needs and implementation priorities.
- Provide updates on recruitment progress and staffing realignment implementation on regular basis to maintain an open communication channel with all staff, proactively flag delays, bottlenecks and identify solutions and engage in the successful activation of corrective measures.
- Carry-out recruitment analytics to identify gaps, improve processes and services as well as provide data for relevant decision-making.
- Plan and deliver regular briefing sessions for employees to strengthen their preparation for the process and understanding of the specific principles for staffing realignment recruitments.
- Act as the primary Talent Acquisition focal point to guide employees and hiring managers in using Workday.
- Facilitate the seamless connection from end of selection process to contracting and onboarding of selected candidates providing relevant inputs.
- Coordinate and prepare communication materials that enable informed decision-making, support internal candidates in their application and recruitment steps process and reinforce consistency throughout the process.
- Contribute to the continuous improvement and simplification of the recruitment process by implementing new/updated HR policies, procedures and systems and recommend changes where applicable.
- Engage in documenting lessons learned (including recommendations) from the recruitment side incorporating multi-stakeholders' perspectives

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree preferably in Human Resources, Psychology, Business Administration, or related field.
Experience:
- Minimum 3 years of professional experience in Talent Acquisition, Talent Sourcing, Head Hunting or as HR practitioner with in-depth recruiting and scouting experience.
- Experience with data and analytics.
- Experience in recruitment of technology/IT profiles is an asset.
- Experience in multicultural and diversified organizations.
- Previous experience in other HR areas (e.g. Talent Management; Performance Management; etc.) is a plus.

- Strong team player coupled with demonstrated ability to work autonomously.

Languages:
- Fluency in both oral and written communication in English.
