The Budget and Monitoring Unit (BMU) plays a vital role in ensuring financial accountability and operational efficiency across IOM Afghanistan's programming. Operating under the Resource Management Unit, BMU is responsible for the end-to-end management of budgeting processes, including proposal drafting, donor coordination, PRIMA workflow oversight, and project activation. The unit conducts regular burn rate analyses, reconciles expenditures, and facilitates multi-sectoral financial reviews to ensure optimal resource utilization. Through structured reporting and continuous engagement with program managers, BMU strengthens internal financial controls and supports evidence-based decision-making. Its proactive approach to financial planning, compliance monitoring, and capacity building significantly enhances the Organization's ability to deliver timely and accountable humanitarian assistance in complex operational environments.

Responsibilities

Under the overall supervision of Resource Management Officer (BUD) and the direct supervision of the National Finance Officer (BUD) and in close coordination with relevant Units at the Country Office, this position is responsible and accountable for the following tasks:

  • Support creation and timely updates of project entries in PRIMA.
  • Assist in monthly projectization planning and data entry in PULSE.
  • Maintain a project reporting tracker to support timely donor submissions.
  • Monitor service fee projects and support expenditure tracking against approved budgets.
  • Facilitate communication with program units regarding financial commitments and project closure.
  • Assist in preparing financial reports in line with IOM and donor requirements.
  • Support financial review of sub-office allocations and assist in issuing Work Breakdown Lines (WBLs).
  • Participate in internal meetings, training, and financial review sessions for learning purposes.
  • Perform any other duties that align with the internship objectives and team needs.
Qualifications

Eligibility Requirements

Applicants must:

  • Be enrolled in the final year of a bachelor's degree or be enrolled in a graduate programme or have completed a university degree within the last 12 months.
  • Demonstrate strong interest in financial analysis, humanitarian programming, or public sector budgeting.
  • Have a working knowledge of English (oral and written); knowledge of Dari or Pashto is an advantage.
  • Be proficient in Microsoft Excel and able to manage data with attention to detail.
  • Motivated to learn and work in a cross-functional humanitarian team.

Support and Benefits

  • The intern will receive a monthly stipend.

Interns benefiting from an internship allowance or scholarship granted by his/her university or other sponsoring body that includes financial remuneration or credits for coursework will not be eligible for the stipend.
  4. IOM covers Interns against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the assignment. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Interns are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  5. IOM has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, abuse of authority and discrimination based on gender, nationality, age, race, sexual orientation, religious or ethnic background or disabilities.
