Position Title: Project Officer
Location: Herat
Grade: NAT 5
CHILD SAFEGUARDING
Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Project Officer is responsible for supporting the effective planning, coordination, and implementation of winterization interventions under the ECHO-funded project. The role focuses on ensuring timely delivery of winter assistance (cash and in-kind support), compliance with Save the Children and donor (ECHO) requirements, and strong collaboration with internal departments and external partners.
The position holder will ensure that all activities are implemented in line with humanitarian standards, Save the Children's policies, and in coordination with local authorities, community representatives, and relevant clusters.

KEY AREAS OF ACCOUNTABILITY:
• Support the planning and implementation of winterization activities (e.g., distribution of winter kits, blankets, heaters, and winter cash assistance).
• Ensure that beneficiary targeting, registration, and verification processes are conducted transparently and according to SCI's selection criteria.
• Facilitate community engagement and awareness-raising sessions on winterization support and eligibility criteria.
• Supervise field-level implementation, ensuring adherence to program guidelines, quality standards, and safety protocols.
• Work closely with logistics, supply chain, and finance teams to ensure timely procurement and distribution of winter items.
• Conduct regular field monitoring visits to ensure quality delivery and verify beneficiary feedback.
• Prepare accurate activity reports, distribution lists, and field visit summaries, and submit them to the Project Officer/Manager on time.
• Support in data collection for post-distribution monitoring (PDM) and lessons learned exercises.
• Ensure proper documentation of all distribution and cash transfer activities as per SCI and ECHO compliance requirements.
• Coordinate with local authorities, community leaders, and humanitarian actors to ensure effective implementation and avoid duplication.
• Participate in relevant cluster or coordination meetings when assigned.
• Maintain positive relationships with community committees and ensure accountability mechanisms are functioning.
• Ensure all project activities adhere to Save the Children's Child Safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), and Anti-Fraud policies.
• Promote beneficiary feedback and accountability systems throughout project implementation.
• Support adherence to donor (ECHO) and SCI operational and reporting requirements.

QUALIFICATIONS:
Bachelor's degree in social sciences, Project Management, Business Administration, or a related field.
Minimum of 2–3 years of relevant experience in humanitarian programming, preferably in winterization, NFI, or cash assistance projects.
Strong understanding of humanitarian principles, accountability, and protection standards.
Experience in community mobilization, beneficiary targeting, and field monitoring.
Good knowledge of local languages and strong communication and reporting skills.
Computer literacy (MS Office, Excel, data collection tools)
Knowledge of Computer (Ms. Office, Excel, outlook and using internet)
Excellent English (Able to write the reports in English)
Accuracy with responsibilities interpersonal and communication skills.
Desirable:
- Experience working with Save the Children or other international NGOs.
- Familiarity with ECHO donor requirements and compliance standards.
- Ability to work independently and manage multiple tasks under pressure.
