Organizational Context and Scope

Under the overall supervision of the Deputy Chief of Mission for Operations and the direct supervision of the Senior Programme Coordinator – DTM, the Displacement Tracking Matrix (DTM) Database and Information Management Officer will be responsible for the provision of information management and database support to DTM programming. This includes support the development, implementation, and administration of database systems, data analysis and reporting, and contribute to ensuring data quality and protection in line with IOM standards and DTM operational needs. The successful candidate will also support the implementation and ongoing use of the Afghanistan Central Database Management System (ACDMS), ensuring data integration, harmonization, and reporting across all mission programmes.

Responsibilities
  1. Contribute to the development, implementation, and administration of IOM Afghanistan mission and DTM database and information systems, ensuring high reusability, maintainability, and adherence to IOM ITC standards and data protection policies.
  2. Coordinate the design and revision of data collection tools (e.g., Kobo Toolbox), forms, and survey methodologies for DTM operations.
  3. Perform data cleaning, validation, and analysis of all data collected by DTM teams, establishing data quality checks and supporting the automation and timely release of analysis, visualizations, and reports.
  4. Provide technical expertise for survey design, assessment preparation, and data collection planning and monitoring.
  5. Ensure proper backup, restore, data validation, and security procedures to guarantee data integrity and availability.
  6. Support troubleshooting and resolving issues related to database applications, software, and network/equipment used for data capture and registration/verification.
  7. Provide training and technical assistance and guidance to staff and partners on database and information management systems.
  8. Contribute to the implementation of the Centralized Database System (ACDMS) for the Afghanistan Mission, ensuring the integration of programme data into a unified architecture, harmonization of beneficiary identifiers, and alignment of master data elements.
  9. Actively participate in the consultation and validation process with IM focal points and programme managers to map existing data practices, identify operational requirements, and ensure the centralized system reflects both day-to-day operations and strategic mission priorities.  Coordinate the development of dashboards, reporting modules, and interactive geographic maps tailored to programme and donor needs.
  10. Perform other duties as may be assigned.
Qualifications

Required Qualifications and Experience

Education

  • Master's degree in Information Management, Information Systems, Computer Science, Demography, Geography, or related field with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Relevant working experience in database development and maintenance (preferably MS SQL Server), data analysis, and information management in humanitarian or migration contexts;
  • Experience with geospatial software (ArcGIS, MapInfo, or open source), data visualization, and reporting tools (Power BI, Adobe CC Suite);
  • Experience in IOM migrants' registration methods and software is an advantage; and,
  • Operational and field experience in migration, refugee, or displaced persons programming is an asset.

Skills

  • Proven knowledge of statistical and data management software (e.g., STATA, SPSS, ODK/Kobo, etc.);
  • Ability to design and implement statistical data quality procedures and perform data discovery around new data sources;
  • Strong knowledge of data science, including R or Python, with expertise in databases, web development, script writing, and the use of Kobo Toolbox. Specialization in SQL troubleshooting and familiarity with Azure is preferred; and,
  • Strong analytical, technical, and problem-solving skills in data science and information management.

Languages

IOM's official languages are English, French, and Spanish. 

For this position, fluency in English language is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French) and/or local language (Dari and Pashto) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
