Purpose for the job:

Under the guidance of the supervisor, Chief Field Office – Central Region, accountable for programme planning, design, implementation and administration of specific projects within the four provinces covered by the Outpost (Khost, Paktika, Paktiya and Ghazni), in accordance with the Country Programme Document (CPD) and Country Programme Management Plan (CPMP), focused on achieving UNICEF's priorities.

Summary of Key Functions/Accountabilities: 

Within the delegated authority and the given organizational set-up, the incumbent may be responsible for all or most of the following areas of major duties and key end results.

Minimum requirements:

Education: 

  • An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

Work Experience: 

  • A minimum of five years of relevant professional development work experience is required.

Desirable Qualifications & Experience

  • Proven experience working in humanitarian, emergency or high-risk field locations, preferably within Afghanistan or comparable fragile contexts.
  • Previous field-based exposure to remote programme delivery, access constraints, and risk-informed planning.
  • Experience implementing rights-based and results-based programme approaches, including monitoring, evaluation, reporting and learning integration.
  • Experience designing and applying innovative and adaptive programming solutions in dynamic environments.
  • Experience in policy analysis and evidence-based advocacy related to child rights, basic services or humanitarian needs.
  • Strong track record of coordination and partnership management, including with UN agencies, civil society, and sub-national actors.
  • Experience generating and managing knowledge products, including lessons learned, best practices, assessments and analytical briefs.
Desirable Skills & Competencies
  • Ability to manage programmes and teams in environments with high complexity, shifting priorities and operational risk.
  • Ability to build and maintain collaborative relationships across sectors and stakeholders.
  • Demonstrated strategic thinking, problem-solving and decision-making skills.

Language Requirements:
