Organizational Context and Scope

Under the overall supervision of the Deputy Chief of Mission for Operations and the direct supervision of the Senior Programme Coordinator – DTM, the Displacement Tracking Matrix (DTM) Database and Information Management Officer will be responsible for the provision of information management and database support to DTM programming. This includes support the development, implementation, and administration of database systems, data analysis and reporting, and contribute to ensuring data quality and protection in line with IOM standards and DTM operational needs. The successful candidate will also support the implementation and ongoing use of the Afghanistan Central Database Management System (ACDMS), ensuring data integration, harmonization, and reporting across all mission programmes.

Responsibilities
  1. Support the development, maintainance, and automation of dynamic reporting solutions and visualizations using Power BI, ArcGIS, and other standard tools; draft analytical/statistical reports, dashboards, maps, and other information products for DTM and ACVA programs, ensuring alignment with DTM standards and ACDMS centralized database protocols. 
  2. Analyze and interpret collected data to identify trends, conditions, and needs in displacement-affected areas; prepare summary tables, cross-tabulations, and support hypothesis testing and advanced analytics.
  3.  Produce program data visualizations (including interactive dashboards and maps) to support DTM Flow Monitoring and other programmatic needs, ensuring clarity, accessibility, and compliance with product standards.
  4. Collaborate with reporting, IM, and database officers to identify, access, and harmonize appropriate data sources, supporting data integration and interoperability within the ACDMS centralized system.
  5. Support the development and implementation of complex survey and research samples at national scale, including sampling design, weighting, and adaptation of household survey techniques to other program data products.
  6. Implement data quality assurance measures including data coherency checks, outlier handling, missing data management, and quality control procedures to ensure data integrity and reliability.
  7. Contribute to the maintenance and development of in-house analytical tools (e.g., R packages), and support automation, reproducibility, and timely release of analysis, visualizations, and reports.
  8. Provide technical support for survey design, assessment preparation, data collection planning, and monitoring, including contributing to the development and review of data collection tools and methodologies.
  9. Disseminate regular statistical updates and information products to internal and external stakeholders and provide training and guidance to colleagues on data analysis, visualization, and DTM standards.
  10. Ensure compliance with DTM data protection, privacy, and visualization standards in all data analysis and reporting activities and contribute to the continuous improvement of data management practices in line with IOM and ACDMS protocols.

Qualifications

Required Qualifications and Experience

Education

  • Master's degree in Information Management, Data Science, Statistics, Computer Science, Geography, Demography, or related field with at least two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in data analysis, visualization, and reporting in humanitarian or migration contexts, preferably with DTM or similar information management systems;
  • Experience with statistical and data management software (e.g., SPSS, STATA, R, ODK/Kobo); and,
  • Experience in designing and implementing dashboards, infographics, and interactive data products.

Skills

  • Strong analytical, technical, and problem-solving skills;
  • Proficiency in data visualization and mapping tools (PowerBI, ArcGIS, Tableau, Adobe Creative Cloud Suite, etc.);
  • Proficiency in reporting tools (illustrator, InDesign and other IOM used software);
  • Familiarity with DTM data collection methodologies, data protection, and humanitarian data standards is an asset;
  • Excellent written and verbal communication skills; and,
  • Ability to translate complex data into clear, actionable insights and visualizations for diverse audiences.

Languages

IOM's official languages are English, French, and Spanish. 

For this position, fluency in English language is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French) and/or local language (Dari and Pashto) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
