Under the direct supervision of the Deputy Representative and overall supervision of the Afghanistan UNFPA Resident Representative, the Knowledge Management Analyst is to ensure there is an effective and efficient knowledge management system within the Country Office in line with the global 2024-2030 UNFPA Knowledge Management Strategy, that supports expanding knowledge partnerships and networks to improve the country office knowledge base toward achieving the vision of the 4th country programme (2015-2025 extended).

UNFPA is the United Nations sexual and reproductive health agency and the lead United Nations agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s new strategic plan (2022-2025), focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. Hence, the candidate transforms, inspires, and delivers high impact and sustained results; and is committed to deliver excellence in programme results.

Knowledge Management (KM) is critical in the performance of the envisaged development and humanitarian initiatives by addressing the need for an effective KM system to share perspectives, ideas, experience, best practices, and information; ensuring that the perspectives, ideas, experience, best practices, and information are available in the right place at the right time to enable informed decisions; and improving efficiency by reducing the need to rediscover knowledge.

Leveraging on the UNFPA knowledge management framework, which includes creating, accessing, sharing, and using of knowledge as solutions for promoting the International Conference on Population and Development (ICPD) agenda and achieving the three transformative results; the role of the Knowledge Management Analyst aims to:

1) Improve the availability and accessibility of knowledge resources ensuring the identification and repository of new and existing resources to enhance and bring about impactful results across programmes through an improved KM system and internal coordination.
2) Promote knowledge generation and dissemination, identifying valuable resources and best practices at the national level and providing technical knowhow for capacity assessment and strengthening internal structures, processes for knowledge sharing to communicate results effectively and transparently.
3) Participate and contribute to country-level, regional and global knowledge partnerships to enhance overall knowledge base.
4) Introduce, identify, and leverage new and existing opportunities for innovation across programming, processes and practices.
5) Apply, utilize and pilot new tech applications to serve and enhance operations and programming efficiency
6) Support thematic units in the capture best practices and lessons learned, developing knowledge products and raising the visibility of the project
7) Disseminate outcomes within and beyond the project intervention zone through existing information sharing networks and forums at the sub-national, national, regional, and global levels; and
8) Identify and participate, as relevant and appropriate, in scientific, policy-based and/or any other networks, which may be of benefit to project implementation through lessons learned.

MAIN TASKS AND RESPONSIBILITIES

Work proactively with programme units and field/provincial offices to:

● Improve access, sharing, application and utilization of knowledge resources across thematic units and sub-offices.
○ Create/update/maintain UNFPA Afghanistan Country Office (CO) knowledge resources repository
- Store programmatic, technical, evaluation documents, final communications and knowledge products.
○ Create systems for routine reporting and feedback on knowledge applications (incl. Webinars, learning sessions, trainings, and other assets)
○ Utilize diverse channels to access and acquire knowledge from a variety of internal and external resources
- Contribute and participate in knowledge partnerships in line with global UNFPA partnership strategy.
- Share assets and products within inter-agency knowledge management networks.
- Engage a wide range of national stakeholders across thematic areas and administrative levels to facilitate systematic knowledge sharing to address knowledge gaps, examine innovative approaches, improve access to insights/expertise for all CO staff and to inform CO actions and decision-making.

● Strengthen CO knowledge generation and dissemination.
○ Support internal capacity building on AI-facilitated data collection and analysis.
- Domesticate ToT on AI-facilitated techniques (Duet AI)
○ Support existing knowledge networks; and programs, local knowledge sharing hubs.
- Support CO development of framework to enhance knowledge-sharing networks capacity to capture, disseminate and harness innovative solutions.
- Develop and facilitate trainings on CO resource repository creation and maintenance and relevant AI tools and features as introduced.
- Provide demand-driven support across units and sub-offices to expand existing networks with key stakeholders.
- Conduct incentive assessment and analysis to mitigate potential decrease in knowledge sharing.
○ Identify and share best practices.
- Build capacity of partners, particularly youth and (i) NGOs partners to effectively utilize and communicate data to close knowledge gaps.
- Identify local professional communities and capture knowledge on context-specific solutions to local challenges.
- Organize internal and external learning sessions including I (NGOs) partner series related to (or potentially related to) UNFPA programming and follow-up exchanges and trainings as required.

● Improve CO knowledge management system.
○ Enhance internal KM structure.
- Coordination of knowledge management activities
- Organize internal KM group to ensure effective knowledge management practice across units and sub offices.
- Serve as designated KM focal point for CO.
○ Develop and define KM performance metrics.
- Support development or identify KM results indicators for each unit in coordination with the M&E team.

● Leverage new technologies.
○ Draft CO KM/ICT integration document, as needed.
○ Research and pilot new and emerging technological solutions.
- Identify, share, and leverage training opportunities on new technologies to support effective KM practice. E Resource Mobilization:

● Provide evidence-based knowledge products in support of resource mobilization proposal development processes.

● Identify opportunities for capturing and sharing knowledge and disseminating information about major progress and results related to UNFPA mandate areas.


Best Practices and Case Studies:

● Document and share best practices and processes related to the past and ongoing projects implemented by the different thematic areas to ensure knowledge sharing, and for advocacy and resource mobilization.
● Conduct research activities to identify knowledge resources.


Documentation and Repository:

● Create the knowledge management strategy and the product guidelines for the country programme as needed.
● Improve availability and access to knowledge resources for CO staff:
○ Maintain UNFPA Afghanistan knowledge repository for the country programme with relevant documentation, contact lists/rosters (donors, partners) across UNFPA thematic areas.
○ Collect, analyze and translate key documentation (implementation reports, data, analysis reports, policies and procedures, strategies, guidance notes, good/best practices, communication materials, exchanges, briefs, operations records, audit/evaluation findings, partner assessments) into digestible and action-oriented knowledge products.
● In coordination with programme and field units, maintain country programme events calendar, ensuring that major events are identified early
● Identify, design, test, and roll-out relevant knowledge management tools needed for collecting, organizing, storing, and sharing all information related to the country programme and its projects.
● Contribute to the production of video documentaries for capturing programme and project results.
● Prepare factsheet/case studies to promote national projects results and activities
● Contribute materials for the UNFPA Afghanistan webpage Media and Communications:
● Support the planning and diversification of knowledge and communication products.
● Support the development of messages and information material to ensure the success of major events.
● Advise the programme units and field units on branding and production of publications and knowledge products in line with UNFPA policy.

Security:

The security situation remains volatile, though the number of security incidents has reduced significantly since the takeover of the country by Taliban in mid-August, there are still a number of security incidents that have taken place throughout the country, including Kabul. Security incidents attributable to the criminal activities are on rise. Based on the UN assessment, the present and projected risk is high throughout the country. However, PC1 and PC2 level activities are allowed in the regions. As the security level in the country remains high, it requires strict compliance with the sustained recommendations issued by UNDSS.
Every UN Personnel is responsible for receiving security clearance through the TRIP system prior to the travel at (dss.un.org). Training: BSAFE and SSAFE are mandatory, the latter required for posting exceeding 90 days and to be done within 30 days of arrival. If assignment less than 90 days travel to designated field locations only by air without the SSAFE.
The UN premises receive a relatively robust 24/7 security protection. The premises host the offices for national and international staff and accommodation for only international staff. The use of armored vehicles for transportation is mandatory for activities outside the UN premises to ensure better protection.

Health:
Current situation of the country’s public health services is not fully functional and reliable. UN Joint Medical Service (JMS) provides basic health services to UN personnel through its clinic in UNOCA compound and Medical Emergency Response Teams (MERT) in the field duty stations. There is also an Intensive Care Unit with 4 beds in the UNOCA compound to stabilize COVID-19 related complications before evacuations from the country.

Accommodation:
UN personnel are accommodated in the UN guesthouses within the UN compounds only. No commercial rent of accommodations are allowed. Guesthouse rooms are equipped with kitchen and basic appliances and utensils.

Groceries:
There are 2 supermarkets in UNOCA compound with a wide variety of products and shopping is easy at both the main supermarket and the smaller one. The latter sells fresh produce and is considered to be cheaper than the larger market. There is a gift shop in the compound that sells local art crafts, including carpets and furniture for those interested. Occasionally, bazaars are organized in the compound and many sellers from the city come to display their products (carpets, jewelry, coats).

Internet connectivity:
Internet connectivity in the UNFPA guesthouse is relatively stable. There are however local internet providers inside the compound that offer competitive packages. Staff are allowed to purchase their own internet system.

Meals:
There are few places where UN personnel can dine, including Social Center (lunch and dinner), Pizza Cafe (Ciano) lunch, Cafe (Rebel) breakfast and lunch until 5 pm, UNOPS Cafe (lunch), Local Cafeteria (lunch), Bakery until 5 pm
